Allegiance is literally in the definition of "citizen." But left out of the processes in the 14th Amendment, the takeover of Hawaii and the Indian Citizenship Act!
I try once again to explain why more should be outraged over Native people being cast as a subclass of human existence in the US. That is exactly what "ward" status is!
